This special issue brings together a range of studies by European and American scholars using both qualitative and quantitative approaches to study agenda-setting and policy dynamics. The studies range from single-country cases to multi-national comparisons, and the methods range from intensive qualitative case studies to highly statistical treatments. All have in common reference to punctuated equilibrium theories of policy change.
