While working with the national Ministry of Education in
Addis Ababa, the project also gives special attention to
strengthening the education system in two regions,
Tigray and the Southern Nations Nationalities and
Peoples' Region (SNNPR). At the national level, AED will
help develop systems, procedures, and technical skills
within the Ministry to establish the policy analysis
agenda, conduct policy analysis and present its results,
and develop and implement national strategic education
plans and standards. These plans will include a coherent
strategy for addressing gender inequities throughout the
education system. The project is designed around five
major objectives, focused on improving the quality and
equity of the primary school environment; efficiency and
effectiveness of Ministry services; pre-service teacher
training; decentralized management; and sectoral
