At your request, we have completed a cost analysis of S. 6, the Patients' Bill of Rights, as introduced. Consistent with our understanding that you will supply CBO with legislative language clarifying your intent with regard to certain issues, we estimate this legislation, revised to accomplish these changes, will add 4.8% to private health insurance premiums over a period of years.
