Statement of Richard H. Middleton, Jr.
President, Association of Trial Lawyers of America
October 7, 1999

HISTORIC PATIENTS’ BILL OF RIGHTS APPROVED BY U.S. HOUSE

“A majority of the U.S. House of Representatives has heard the overwhelming will of Americans. Managed care insurance companies may finally be held to the same standards as every other business and every other person in America, because they will be accountable for the injury they cause. The challenge now is for the Senate to also accept that health insurers should no longer be above the law and send a real Patients’ Bill of Rights to the President.

“If the Bipartisan Consensus Managed Care Improvement Act becomes law, the quality of health care in this country will dramatically improve, because managed care insurers will begin providing the quality care Americans and their employers have been paying for.

“If health insurers do what they are supposed to, there will be no need for lawsuits, and that is what all of us should want.”
