Key Manufacturing Vote Card - Patients' Bill of Rights


June 8, 2000

Dear Senator:

On behalf of the 14,000 members of the National Association of Manufacturers (NAM),
including approximately 10,000 small and medium manufacturers, I strongly urge you to oppose
the so-called patients' bill of rights amendment Sen. Kennedy is expected to offer today to the
fiscal 2000 defense authorization bill (S. 2549).  The NAM will consider votes in connection with this amendment as candidates for designation as Key Manufacturing Votes.

Senate and House Conferees have conducted diligent, bipartisan negotiations and have
made significant progress on the many difficult issues involved in this legislation.    Sen. Kennedy's amendment is premature, at best, and would undermine the employer-based health care system that is still the best in the world.

our members who serve on the Key Vote Advisory Committee.  Eligibility for the NAM's Award
