Pelosi Votes for Omnibus Appropriations Bill
Wins Funding for National Priorities and San Francisco

Congresswoman Nancy Pelosi (D-CA) yesterday voted for the final omnibus
appropriation bill for fiscal year 2000. The bill passed the U.S. House of
Representatives by a 296-135 vote. Despite a weakening of international family
planning programs, the bill contains significant funding for AIDS prevention and
treatment services and other programs that Pelosi fought for during
consideration of the measure.
As a member of the House Appropriations Subcommittee on Labor-Health and
Human Services-Education, Pelosi successfully fought for significant increases
in several federal programs:
a $20 million increase (to $695 million) for HIV Prevention at the Centers
for Disease Control (CDC);
a $80 million increase (to $245 million) for the Minority AIDS Initiative;
a $5 million increase (to $26 million) for the Environmental Health
Laboratory at the CDC;
a $67 million increase for the AIDS Drug Assistance Program (to $528
million).
Pelosi also achieved an additional $2.5 million in funding for specific
projects in San Francisco:
$1 million for the City's drug treatment on demand program;
$750,000 for the Life Learning Academy Charter School;
$350,000 for a national AIDS treatment hotline at the University of
California at San Francisco AIDS Education Training Center;
$250,000 for the Lesbian, Gay, Bisexual, Transgender Community Center;
$150,000 for Larkin Street Youth Center.
The bill also funds the 2000 Census, United Nations dues, and a total of
$50.2 million for the Presidio. The Asia Foundation will receive $8.25 million.
As the senior Democrat serving on the Appropriations Subcommittee on Foreign
Operations, Pelosi fought successfully for debt relief for the world's poorest
countries, the Wye River funding for the Middle East Peace, and increased
assistance to African and Latin American countries.
Representative Pelosi also fought for funding the United Nations arrears.
However, the Republican majority in the House of Representatives insisted on
attaching limitations on our international family planning efforts as a
condition for paying our U.N. dues.
