President Clinton will ask for $2 billion over five years to he lp tens of thousands of disabled Americans return to work by making it easier for them to keep their health insurance and to improve rehabilitation services.

The announcement, expected today, will call for tax credits to help disabled w orkers pay for transportation, equipment and other expenses and more money to develop new information and communications technologies to help people with disabilities function in the workplace.

Often, people with disabilities find jobs that do not offer health insurance and yet their disabilities make it expensive to buy coverage on their own.
