AAMC Letter to the House and Senate Republican Leadership on MITC Provisions Included in the Senate Tax Bill

Dear Mr. Speaker:

On behalf of the nation's medical schools and teaching hospitals, I am writing to express my support for provisions included the Senate-passed version of the tax bill which encourage private sector firms to invest in clinical research at U.S. medical schools and teaching hospitals. I ask that you include these provisions-a variation of "The Medical Innovation Tax Credit," H.R. 1039/ S. 1010-in the conference tax legislation.

The variation of H.R. 1039/ S. 1010 was included in the Senate passed Manager's Amendment to S. 1429. The provisions are important to medical schools and teaching hospitals as well as the overall advancement of medical research.

Medical schools and teaching hospitals-which train our nation's physicians, sustain the environment essential for research advances, maintain key standby and special services and provide care for the uninsured-are facing real financial challenges. These unique services provided by medical schools and teaching hospitals are at risk of being compromised as a result of fundamental changes taking place in the health care marketplace. The provisions included in the Senate tax bill provide an incentive to create new partnerships between private companies, on the one hand, and medical schools and teaching hospitals, on the other.

I urge you to consider including the Senate-passed Medical Innovation Tax Credit language in the final tax bill. Reinforcing America's pre-eminence in medical research through increased investments in America's academic research infrastructure is a win-win for all parties involved-patients, private sector companies that manufacture drugs, biologics, and medical devices, and medical schools and teaching hospitals. The AAMC looks forward to working with you on these tax provisions.
