1999 Emergency Supplemental Appropriations Act - Title I: Emergency Supplemental Appropriations - Chapter 1: Department of Agriculture - Makes emergency supplemental appropriations for the Department of Agriculture for: (1) the Office of the Secretary of Agriculture for emergency grants to assist low-income migrant and seasonal farm workers; (2) the Agricultural Marketing Service for funds for strengthening markets, income, and supply; (3) the Farm Service Agency for salaries and expenses, the Agricultural Credit Insurance Fund program account, and the Emergency Conservation Program; (4) the Commodity Credit Corporation Fund for a livestock indemnity program; (5) the Natural Resources Conservation Service for Watershed and Flood Prevention Operations; and (6) rural utilities programs and the Rural Housing Service for the Rural Housing Insurance Fund program account and for rural housing assistance grants.

(Sec. 101) Authorizes the Secretary of Agriculture to use up to 15 percent of specified reserve funds to provide assistance to certain producers who incurred losses to a commodity due to disasters in crop years during the five crop year period beginning with the 1994 crop year.

(Sec. 102) Makes additional funding for: (1) technical assistance activities performed by Department of Agriculture agencies in carrying out the Conservation or Wetlands Reserve Programs; and (2) the Livestock Assistance Program.

Chapter 2: Department of Justice - Makes emergency supplemental appropriations for the Immigration and Naturalization Service for salaries and expenses to support increased detention requirements for Central American criminal aliens and to address the influx of illegal immigrants from Central America as a result of Hurricane Mitch.

Chapter 3: Department of Defense - Military - Makes emergency supplemental appropriations for the Department of Defense (DOD) for: (1) Army reserve personnel and Army and Air Force National Guard personnel; (2) operation and maintenance (O&M) for the Army, Navy, Marine Corps, Air Force, and Army National Guard as well as defense-wide O&M; (3) overseas humanitarian, disaster, and civic aid; and (4) the New Horizons Exercise programs for U.S. military activities in response to disasters in the U.S. Southern Command area.

Sets forth provisions authorizing a limited number of waivers of foreign reimbursement requirements with respect to certain foreign students at U.S. military academies.

(Sec. 303) Authorizes the President to dispose of certain material in the National Defense Stockpile.

Chapter 4: Bilateral Economic Assistance - Makes emergency supplemental appropriations for the Agency for International Development (AID) for: (1) international disaster assistance; (2) Economic Support Fund (ESF) assistance for Jordan; and (3) addressing the effects of hurricanes in Central America and the Caribbean and the earthquake in Colombia.

Makes emergency supplemental appropriations for: (1) the Department of State for international narcotics control and law enforcement research and development; (2) the Department of the Treasury for debt restructuring; and (3) the President for the foreign military financing program for grants to Jordan.

(Sec. 402) Provides that the value of articles, services, and military education and training authorized as of a specified date to be drawn down by the President under certain provisions of the Foreign Assistance Act of 1961 shall not be counted against the ceiling limitation.

(Sec. 403) Makes additional ESF assistance available for election monitoring for East Timor.

Chapter 5: Department of the Interior - Makes emergency supplemental appropriations for: (1) the Department of the Interior for construction by the U.S. Fish and Wildlife Service; (2) the Department of Agriculture for Forest Service reconstruction and construction to address damages from natural disasters in Puerto Rico; and (3) the U.S. Holocaust Memorial Council.

(Sec. 501) Amends the Department of the Interior and Related Agencies Appropriations Act, 1999 to extend the date by which individuals must establish that they have engaged in commercial fishing for Dungeness crab in Glacier Bay National Park in order to receive compensation from the United States and revises related provisions.

Authorizes the Secretary of the Interior to provide a specified amount for a program developed with the State of Alaska to fairly compensate U.S. fish processors, fishing vessel crew members, communities, and others negatively affected by fishing restrictions in the Park. Makes additional appropriations for the Department of the Interior to make payments to individuals affected by such restrictions.

Chapter 6: Independent Agency - Makes emergency supplemental appropriations for the Federal Emergency Management Agency for disaster relief and disaster assistance for unmet needs.

Title II: Emergency National Security Supplemental Appropriations - Chapter 1: Department of Agriculture - Makes emergency supplemental appropriations for the Department of Agriculture for Public Law 480 program and grant account assistance.

Chapter 2: Department of State - Makes emergency supplemental appropriations for the Department of State for: (1) diplomatic and consular programs; (2) security and maintenance of U.S., missions; and (3) emergencies in the diplomatic and consular service.

Chapter 3: Department of Defense Military - Makes additional appropriations for DOD for: (1) military personnel, Army, Navy, Marine Corps, and Air Force; (2) the Overseas Contingency Operations Transfer Fund; (3) weapons procurement for the Navy; (4) aircraft, missile, and ammunition procurement for the Air Force; and (5) acquisition and deployment of military technologies and systems needed for Operation Allied Force or acquisition and deployment of technologies and systems for other regional commands which have had assets diverted as a result of such operation.

(Sec. 2002) Makes up to $10 million of funds appropriated by this Act available for contributions to the common funded budgets of the North Atlantic Treaty Organization (NATO) for costs related to NATO operations in and around Kosovo.

(Sec. 2005) Requires the President to seek equitable reimbursement from NATO and other organizations and nations for the costs incurred by the U.S. Government in Operation Allied Force.

(Sec. 2006) Directs the President to report to Congress on current U.S. participation in Operation Allied Force.

(Sec. 2007) Appropriates additional funds to DOD for: (1) spare and repair parts and associated logistical support necessary for the maintenance of weapons systems and equipment; (2) depot level maintenance and repair; (3) military recruiting and advertising initiatives; (4) military training, equipment maintenance, and associated support costs required to meet assigned readiness levels of U.S. military forces; (5) base operations support costs at DOD facilities; and (6) increases during FY 2000 in rates of military basic pay and for increased payments to the Department of Defense Military Retirement Fund.

Chapter 4: Bilateral Economic Assistance - Makes emergency supplemental appropriations for AID for: (1) international disaster assistance; (2) ESF assistance for Albania, Macedonia, Bosnia-Herzegovina, Bulgaria, Montenegro, and Romania and for investigations and related activities in Kosovo and adjacent entities and countries regarding war crimes; and (3) assistance for Eastern Europe and the Baltic States.

Makes emergency supplemental appropriations for the Department of State for: (1) migration and refugee assistance; and (2) the United States Emergency Refugee and Migration Assistance Fund.

(Sec. 2014) Provides that a specified ceiling limitation on the value of commodities and services authorized to be drawn down under the Foreign Assistance Act of 1961 to support international relief efforts shall not apply to efforts relating to the Kosovo conflict.

Chapter 5: Department of Health and Human Services - Makes emergency supplemental appropriations for the Department of Health and Human Services (HHS) for the Administration for Children and Families for refugee and entrant assistance for the temporary resettlement of displaced Kosovar Albanians.

Chapter 6: Military Construction Transfer Fund - Makes emergency supplemental appropriations for expenses incurred by U.S. military forces in support of overseas operations.

Chapter 7: Department of Transportation - Makes emergency supplemental appropriations for Coast Guard operating expenses.

Title III: Supplemental Appropriations - Chapter 1: Department of Commerce and Related Agencies - Makes supplemental appropriations for: (1) salaries and expenses of the Office of the U.S. Trade Representative; (2) the Census Bureau for conducting the decennial census; and (3) the National Oceanic and Atmospheric Administration for research, management, and enforcement activities in the Northeast Multispecies fishery.

Makes supplemental appropriations for salaries and expenses of the Supreme Court.

Chapter 2: Department of the Interior - Makes supplemental appropriations for the for the Bureau of Reclamation for water and related resources to purchase water from the Central Arizona Project to maintain an appropriate pool of stored water for fish and wildlife purposes at the San Carlos Lake in Arizona.

Chapter 3: Department of State - Makes supplemental appropriations for the Department of State for: (1) the National Commission on Terrorism; and (2) the United States Commission on International Religious Freedom.

Makes supplemental appropriations for Department of the Treasury international affairs technical assistance for the International Financial Institution Advisory Commission and the International Monetary Fund Advisory Committee.

Chapter 4: Department of the Interior - Makes supplemental appropriations for the Department of the Interior for: (1) the Bureau of Land Management for increased workload requirements stemming from the anticipated higher volume of coalbed methane applications for permits to drill in the Powder River basin; (2) the Bureau of Indian Affairs for operation of Indian programs for suppression of the western spruce budworm; and (3) the Office of the Special Trustee for American Indians for Federal trust programs.

(Sec. 3002) Prohibits the Secretary of the Interior from using funds under any Act to issue and finalize a rule to revise a specified regulation or the Draft Environmental Impact Statement on Surface Management Regulations for Locatable Mineral Operations, unless a minimum 120-day period has been provided for accepting public comment on such proposed rule after a required report of the National Academy of Sciences' Committee on Hardrock Mining on Federal Lands is submitted to the appropriate Federal agencies, Congress, and the Governors of the affected States.

(Sec. 3003) Prohibits use of funds in any Act to issue a notice of final rulemaking with respect to the valuation of crude oil for royalty purposes, including a rulemaking derived from specified proposed rules, until October 1, 1999, or until there is a negotiated agreement on the rule.

(Sec. 3006) Prohibits the Departments of the Interior and Agriculture from limiting the number or acreage of millsites based on the ratio between the number or acreage and the number or acreage of associated lode or placer claims with respect to the Crown Jewel project, Okanogan County, Washington. Requires the approval of the plan of operations and reinstatement of the record of decision for such project.

Chapter 5: Department of Health and Human Services - Makes supplemental appropriations for the Department of HHS for general departmental management to reduce the backlog of pending nursing home appeals before the Departmental Appeals Board.

Makes supplemental appropriations for the Department of Education for education for the disadvantaged and for the Corporation for Public Broadcasting for the acquisition of satellite capacity by National Public Radio.

(Sec. 3007) Directs the Secretary of Education to provide specified funds for repair of water damage at the White River High School in South Dakota.

Chapter 6: Congressional Operations - Rescinds a specified amount of funds appropriated for salaries and expenses of the House of Representatives.

Makes supplemental appropriations for: (1) replacement of the House payroll system; (2) a House Page dormitory; and (3) life safety renovations to the O'Neill House Office Building.

(Sec. 3008) Increases the amounts authorized to be appropriated for the lump-sum allowances for the Offices of the Minority Leader and Majority Whip of the House and Chief Deputy Minority and Majority Whips.

(Sec. 3011) Requires the administering agency (the Library of Congress for FY 1999 and an executive agency appointed by the President in subsequent years) to award grants annually to government or community organizations in the United States that seek to establish programs for hosting emerging political leaders of Russia for purposes of exposure to the free market system and operation of democratic institutions. Limits stays in the United States to 30 days and the number of eligible Russians hosted to 3,000 per fiscal year. Sets forth administrative provisions.

Establishes a Russian Leadership Program Advisory Board to advise the head of the administering agency as to carrying out the permanent program during FY 2000 and thereafter.

Makes funds available under the Legislative Branch Appropriations Act, 1999 available to carry out the program during FY 1999. Authorizes appropriations for subsequent fiscal years.

Chapter 7: Department of Defense - Makes supplemental appropriations for DOD for: (1) military construction for the Army National Guard to cover the costs from Hurricane Georges; and (2) Army family housing to provide for the construction and renovation of family housing at Fort Buchanan, Puerto Rico.

Chapter 8: Department of Transportation and Related Agencies - Makes supplemental appropriations for salaries and expenses of the National Transportation Safety Board for expenses resulting from the crash of TWA Flight 800.

Chapter 9: Department of the Treasury - Makes supplemental appropriations for salaries and expenses of the Bureau of Alcohol, Tobacco and Firearms for the expansion of the National Tracing Center.

Makes supplemental appropriations for: (1) payments to the Postal Service Fund; and (2) the Office of National Drug Control Policy's High Intensity Drug Trafficking Program.

Chapter 10: Department of Housing and Urban Development - Makes a specified amount of excess amounts appropriated for community development block grants available for grants for service coordinators and congregate services for the elderly and disabled.

Increases the limitation on commitments to guarantee loans with respect to the Federal Housing Administration-Mutual Mortgage Insurance Program Account and the Government National Mortgage Association's Guarantees of Mortgage-Backed Securities Loan Guarantee Program Account.

Prohibits gross obligations of the National Credit Union Administration's Central Liquidity Facility for the principal amount of new direct loans to member credit unions from exceeding the amount authorized by title III of the National Credit Union Central Liquidity Facility Act during FY 2000.

(Sec. 3012) Makes certain grants for targeted economic investments for Project Restore of Los Angeles available for the Los Angeles Civic Center Public Partnership and the Southeast Rio Vista Family YMCA for development of a child care center in Huntington Park, California.

(Sec. 3013) Makes a specified amount of funds appropriated for housing for special populations available to the Maryland Department of Housing and Community Development for work associated with the building of Caritas House and for expansion of the St. Ann Adult Medical Day Care facility.

(Sec. 3015)) Requires a certain amount of funds for sewer infrastructure needs associated with the 2002 Winter Olympic Games to be awarded to Wasatch County, Utah, for both water and sewer.

(Sec. 3016) Transfers a specified amount of funds available for environmental programs and management for a grant for water and wastewater infrastructure projects in Idaho.

Chapter 11: General Provisions, This Title - Amends the Consolidated Farm and Rural Development Act to revise: (1) debt service margin requirements; and (2) a formula used in loan restructuring determinations.

(Sec. 3020) Prohibits the Secretary of Agriculture, in making loan deficiency payments to producers of club wheat, from assessing an adjustment to reflect the premium that is paid for club wheat to ensure its availability to create a blended specialty product known as western white wheat. Requires retroactive payments to club wheat producers that received discounted loan deficiency payments due to such premium adjustments. Requires such retroactive payments to come from funds available for marketing assistance loans and loan deficiency payments under the Agricultural Market Transition Act.

(Sec. 3021) Authorizes the Attorney General to make available funds for purposes of paying restitution to individuals who: (1) are eligible for restitution under the Civil Liberties Act of 1988 and who have filed timely claims for restitution; or (2) are found eligible under the settlement agreement in the case of Carmen Mochizuki et al. v. United States and filed timely claims covered by the agreement.

(Sec. 3022) Makes the taking of a Cook Inlet beluga whale under a specified exemption between this Act's enactment date and October 1, 2000, a violation of the Marine Mammal Protection Act unless such taking occurs pursuant to a cooperative agreement between the National Marine Fisheries Service and affected Alaska Native organizations.

(Sec. 3023) Repeals a provision of the Departments of Commerce, Justice, and State, the Judiciary, and Related Agencies Appropriations Act, 1999 that terminates the availability of funds and authority granted pursuant to such Act after June 15, 1999.

(Sec. 3024) Authorizes the Director of the Office of Crime Victims of the Department of Justice Office of Justice Programs to make grants to victim service organizations and public agencies that will provide emergency or ongoing assistance to the victims of the bombing of Pan Am Flight 103.

(Sec. 3025) Amends the Departments of Commerce, Justice, and State, the Judiciary, and Related Agencies Appropriations Act, 1999 to prohibit any use of funds to issue or renew a fishing permit or authorization for any U.S. fishing vessel greater than 165 feet in registered length, of more than 750 gross registered tons, or that has an engine or engines capable of producing a total of more than 3,000 shaft horsepower, to engage in fishing for Atlantic mackerel or herring, unless the regional fishery management council of jurisdiction recommends after October 21, 1998, and the Secretary of Commerce approves, conservation and management measures in accordance with the Magnuson-Stevens Fishery Conservation and Management Act to allow such vessel to engage in fishing for Atlantic mackerel or herring.

(Sec. 3027) Makes a specified limitation on registered length inapplicable to a vessel used solely in any menhaden fishery located in the Gulf of Mexico or along the Atlantic coast south of the area under the New England Fishery Management Council's authority for so long as such vessel is used in such fishery.

(Sec. 3029) Requires amounts received by the United States in settlement of its claims against Hunt Building Corporation and Ellsworth Housing Limited Partnership relating to the design and construction of a family housing project at Ellsworth Air Force Base, South Dakota, to be available in specified portions for certain fiscal years to: (1) the Secretary of the Air Force for real property and facility maintenance projects at Ellsworth Air Force Base; (2) the Secretary of Transportation for construction of an access road on Interstate Route 90 at Box Elder, South Dakota; and (3) the Department of Justice Working Capital Fund for the civil debt collection litigation activities with respect to such claims.

(Sec. 3030) Directs the Corps of Engineers to reprogram a specified amount of its FY 1999 funds for the operation of the Pick-Sloan project to perform the preliminary work needed to transfer Federal lands to certain tribes and the State of South Dakota, and to protect invaluable Indian cultural sites, under the Cheyenne River Sioux Tribe, Lower Brule Sioux Tribe, and State of South Dakota Terrestrial Wildlife Habitat Restoration Act.

(Sec. 3031) Amends the Social Security Act to prohibit treatment of funds recovered or paid from tobacco companies to a State, in a comprehensive or individual State settlement or court judgment, as an overpayment under Medicaid. Allows States to use such funds for any expenditures they deem appropriate, but prohibits certain payments for administrative expenses incurred in pursuing such tobacco litigation.

(Sec. 3032) Applies a type of civil service personnel treatment to certain fire fighters who had a regular tour of duty that averaged more than 60 hours per week; and (2) before December 31, 1999, are involuntarily moved without a break in service to a regular tour of duty that averages 60 hours or less per week and does not include a basic 40-hour workweek.

(Sec. 3033) Designates the U.S. Postal Service facility under construction at Tuscumbia, Alabama, as the Howell T. Heflin Post Office Building.

Title IV: Rescissions and Offsets - Rescinds a specified amount of funds from the Department of Agriculture's Food and Nutrition Service food stamp program.

Rescinds a specified amount of funds from the Department of State for the U.S. Information Agency's buying power maintenance.

Rescinds specified amounts, from multilateral economic assistance funds appropriated to the President, from: (1) the contribution to the International Bank for Reconstruction and Development's global environment facility; and (2) the ESF.

Rescinds a specified amount of funds from the Department of the Interior's Bureau of Land Management's management of lands and resources.

Reduces the amount of specified funds for the Department of Labor's Employment and Training Administration's State unemployment insurance and employment service operations.

Rescinds a specified amount of funds from the Department of HHS for the Health Resources and Services Administration's Federal capital loan program for nursing.

Rescinds a specified amount of funds from the Department of Education for education research, statistics, and improvement.

Rescinds specified amounts of DOD funds for: (1) military construction for the Army, Navy, and Air Force as well as defense-wide military construction; (2) family housing, construction and O&M for the Army, Navy, and Air Force; and (3) the Base Realignment and Closure Account.

Rescinds specified amounts of funds from the Department of Transportation's: (1) Office of the Secretary for small community air service; (2) Federal Highway Administration for State infrastructure banks; (3) Federal Transit Administration for the trust fund share of transit programs; and (4) interstate transit transfer grants.

Rescinds a specified amount of funds from the Department of the Treasury's Bureau of Alcohol, Tobacco and Firearms salaries and expenses for the expansion of the National Tracing Center.

Rescinds a specified amount of funds from the Executive Office of the President for unanticipated needs.

Rescinds specified amounts of funds from the Department of Housing and Urban Development for annual contributions for assisted housing and community development block grants.

Rescinds a specified amount of funds made available for the Agricultural Research Service for counterdrug research and development activities.

Title V: Technical Corrections - Revises and makes technical corrections to various Acts, including: (1) the Agriculture, Rural Development, Food and Drug Administration, and Related Agencies Appropriations Act, 1999; (2) the Foreign Operations, Export Financing, and Related Programs Appropriations Act, 1999 (and provisions of the International Financial Institutions Act added by such Act); (3) the Department of the Interior and Related Agencies Appropriations Act, 1999; (4) the Departments of Labor, Health and Human Services, Education, and Related Agencies Appropriations Act, 1999; (5) the Department of Transportation and Related Agencies Appropriations Act, 1999; (6) the Stewart B. McKinney Homeless Assistance Act; (7) the Legislative Branch Appropriations Act, 1999; and (8) the Federal Vacancies Reform Act of 1998.

Title VI: General Provisions, This Act - Amends the Foreign Assistance Act of 1961 to revise provisions regarding the Overseas Private Investment Corporation (OPIC) to: (1) permit marine transportation projects in countries and areas eligible for OPIC support worldwide using U.S. commercial maritime expertise to be part of a specified pilot equity financing program currently limited to certain countries in Subsaharan Africa and the Caribbean; and (2) repeal provisions regarding creation of a fund for acquisition of such equity.

(Sec. 6002) Revises specified Federal law to extend the authorization of appropriations and the obligational authority for the Airport Improvement Program.

Amends the Department of Transportation and Related Agencies Appropriations Act, 1999 to provide that a specified maximum amount of funds, which are limited under provisions for liquidation of contract authorization, may be obligated before the enactment of a law extending contract authorization for the Grants-in-Aid for airports program beyond August 6, 1999.

Extends the Aviation Insurance Program.

(Sec. 6005) Expresses the sense of the Congress that there should continue to be parity between the adjustments in the compensation of members of the uniformed services and those of U.S. civilian employees.
