SUMMARY:
Committee Serial No. 46. Continuation of hearings to consider H.R. 1686 (text, p. 3-6), the Internet Freedom Act, and H.R. 1685 (text, p. 6-12), the Internet Growth and Development Act of 1999, both to amend the Communications Act of 1934 to promote Internet competition, growth, and customer access.
 
Focuses on provisions to:
   a. Establish new presumptions under the Sherman Act that certain conduct by telephone companies or cable companies violates antitrust law; and require that broadband access transport providers providing subscribers with high-speed Internet access from an affiliated firm also provide unaffiliated service providers with equally favorable access to transmission facilities.
   b. Allow local telephone companies, including regional Bell operating companies, to transport data over long distance telephone lines without first opening up local markets to competition as required by the Telecommunications Act of 1996.
