| Washington, D.C., February 5, 1999 - In anticipation of the third anniversary of the Telecommunications Act, Ernest B. Kelly III, President of the Telecommunications Resellers Association, submitted the attached letter to House Commerce Committee Chairman Thomas Bliley. The letter also serves as a follow-up to a report TRA submitted to Chairman Bliley on December 1, 1998 outlining the state of local competition. #### |
