Covad Praises FCC Collocation Decision.
SANTA CLARA, CA. (March 18, 1999) Ç Covad Communications
(Nasdaq: COVD) applauds today's decision by the Federal
Communications Commission (FCC) to reform the collocation practices
of the incumbent local exchange carriers (ILECs).
"If properly implemented, the FCC's decision could enhance
Covad's ability to deploy its national network by reducing some of
the bureaucracy and cost associated with collocating equipment in
central offices," said Dhruv Khanna, executive vice president and
general counsel for Covad. "Moreover, this should help create a more
level playing field between CLECs and ILECs and further validates
the Telecommunications Act as enhancing competition for advanced,
digital networks and services." The FCC's decision will require
ILECs to:
- Offer competitive local exchange carriers (CLECs), such as
Covad, "cageless physical collocation" instead of requiring that
equipment be housed in caged areas of a central office
- Allow CLECs greater ability to collocate switching equipment
in central offices
- Follow certain procedures before denying physical collocation
to a CLEC
