1. STRATEGIC SOLUTIONS Offers Meetings for CFO's, Human Resource Execs.

ITAA's Strategic Solutions'99, October 24-27, will offer IT executives the opportunity for high level networking and access to educational materials and information.

In addition to keynoters on the edge of IT issues and practices, Strategic Solutions at the Westin LaPaloma Resort in Tucson, Arizona will feature opportunities for Chief Financial Officers and Human Resources VP's to network and share information on topics specific to their fields.

The ITAA CFO Roundtable on Sunday, October 24, 1999 will bring together financial executives from the software, enterprise solutions and IT services industries for information-sharing and networking opportunities with your peers. The format includes a day of group discussions and presentations on strategic topics facing CFOs in the IT industry, a CFO Golf Outing, a reception and group dinners. The ITAA HR Forum taking place on October 23-24, 1999 will focus on "Strategies for Employee Retention." Many past participants have expressed interest in discovering how to cope with rapidly increasing turnover rates. The HR Forum will explore the IT industry skills shortage and how to create programs to retain employees from orientation to retirement. As an added bonus, HR Forum participants will receive a complimentary copy of the 1999 Compensation and Billing Practices Study (retailing for $500) produced by HR Forum co-sponsor, Specifics, Inc.

2. Upcoming Webcast: Y2K LIABILITY LAW
ITAA will sponsor a special and unique policy briefing on the newly enacted "Y2K Act." An Internet Webcast will be held on September 9th led by legal experts who helped draft the bill. They will outline the key aspects and implications of the new federal Y2K law, focusing on how it will affect contractual relationships in the event of actual or potential Y2K failures. 3. ITAA Calls for Careful Scrutiny of Local Telecommunications Competition
ITAA recently cautioned the State of New York Public Service Commission (PSC) on Bell Atlantic's request to provide long distance services in the state of New York. The association called for thorough oversight of Bell Atlantic's claims that it has opened its local telecommunications facilities to competitive access.

The August 31st hearing by the New York PSC will entertain oral arguments from 22 companies and advocacy groups as to whether Bell Atlantic should be allowed to offer long-distance services pursuant to Sections 252 and 271 of the Telecommunications Act of 1996. Immediately following the hearing Bell Atlantic is expected to file a request with the FCC to provide inter-LATA services within the State of New York. Under that law, Bell Atlantic must demonstrate that it is treating its own local market competitors fairly before it can qualify to enter the long distance market.

"ITAA believes that safeguards against incumbents from using their monopoly power to impede competition from new entrants are needed. The high tech industry's experience is that when incumbents lack competitive incentive, they move more slowly to make advanced telecommunication technologies available," said ITAA President Harris Miller. "ITAA supports including competitive telecommunications providers, including facilitating entry by competitive local exchange carriers (CLECs) and other providers into incumbent markets."

"New York State consumers deserve the full advantages of telecommunication choice. While the long distance markets are unquestionably competitive, local telecom services are not so. The state Public Service Commission must vigilantly protect the state's businesses and individual consumers against incumbent foot dragging and other excuses intended to thwart open telecommunications markets," added ITAA Vice President and Counsel Mark Uncapher. 4. ITAA Launches InfoSec Web Site
As part of being named Sector Coordinator by President Clinton for the Information and Communications industries, ITAA has built a new area on the ITAA Web site for Information Security (InfoSec). The site, to be enhanced continually, includes links to a number of programs and activities offered by ITAA, including our InfoSec Committee, upcoming events and webcasts, the ITAA/Justice Department Cybercitizen partnership, and international developments. In addition, the site includes links to many outside resources, such as major publications and organizations addressing InfoSec topics.

ITAA believes that the protection of corporate information and technical infrastructure will be a major focus of attention in the business world in 2000 and beyond. Through ITAA's Information Security (InfoSec) Program, the Association has begun the process within industry and government of raising awareness of these issues, building relationships with representatives from vertical industries, and working together to establish best practices to ensure the security of information and infrastructures.

5. Summit to Highlight IT in Latin America
The Global Public Policy Summit in Buenos Aires, Argentina, hosted by the World Information Technology Services Alliance (WITSA) and Argentina's Camera de Empresas de Software y Servcios Informaticos (CESSI) will take place on September 27 and 28, 1999. The event, which will put both Latin America and global IT policy in focus, has recently seen some important additions to its program. Industry leaders such as Telecom Argentina President Juan Carlos Masjoan, Alcatel Techint Director General Alfredo Redondo (Argentina), Motorola Vice President William Davies, Citigroup Vice President and Chief Information Security Officer Stephen Katz, as well as Finsiel Spa Chairman Andrea Pucci (Italy).

The Summit's focus will be The New Millennium: Innovation, Interaction and Communication. Argentine President Menem and Uruguay President Sanguinetti will be key speakers at the event. Other international public sector additions to the program are the Honorable Mario Tagarinski, Minister of State Administration (Bulgaria), Claudia Bello, Secretary of Public Affairs (Argentina), Ana Kessler, Secretary of Small and Medium Enterprises (Argentina).

6. Section 508: New Regulations Coming for Federal IT Vendors on Access for the Handicapped.
Last year's Workforce Investment Act of 1998 included a significant provision requiring Federal agencies to ensure that employees who are blind or disabled can access information and operate computers at a comparable level to workers without disabilities. Also, Section 508 of the bill requires that agencies provide data in a form that blind and disabled citizens can use.

Section 508 will be implemented through the Federal procurement process beginning August 7, 2000, and will mean new guidelines, standards, and regulations for government suppliers of hardware, software, and systems. The intent of the law is that no computer software or hardware can be sold to the Federal Government that does not meet these new standards after August, 2000, except for national security systems.

The Department of Justice has already received reports from the agencies outlining how each agency plans to comply with the law. Justice will compile these and prepare a larger report for the White House by February 7, 2000.

In order to assess and respond to the potential major changes for the IT industry that Section 508 prescribes, ITAA has formed a task group to look at the implications and possible strategies for compliance. The first meeting of the task group will be held after Labor Day. Bill Stover, Symantec, has been named the Chair of this task group.

7. State and Local Government Solutions Knowledge-Sharing Web Portal Introduced
"So what e-government solutions do you have and how can they solve my problems?" These are two of the core questions that state and local government customers want IT companies to answer. ITAA wants to build the bridge between members' solutions and the customers' e-government challenges. Information access and knowledge-sharing are the starting points for this initiative.

A new project called the ITAA State and Local Government Solutions Knowledge-Sharing Web Portal (The Portal) will be a "one-stop" information resource for busy government officials who have pressing e-government concerns. This new level of easily-available, comprehensive information exchange will facilitate customer research and allow quicker mobilization for analysis, decision-making and implementation in a neutral environment. Upon hearing of the project, one National Electronic Commerce Coordinating Council (NEC3) Board Member, said, "You guys should work on this. I can't tell you the number of times I'm in a meeting and we're discussing...who should we contact on this? or ...who's done this before?"

The Harvard Policy Group on Network-Enabled Services and Government (HPG) will partner with ITAA on this project. The first version of the portal has a target completion date of October 15. The continuing work plan includes a core work team, a marketing team, a corporate advisory council and a government advisory council. These panels will allow the program to leverage the benefits of cross-boundary thinking throughout all stages of the project.

8. ITAA's HR Alert: Y2K Weekend Study Webcast
On Tuesday, September 7, ITAA will offer an informative Webcast to present facts and figures from a recent Mercer survey detailing how IT companies plan to staff the critical areas of their businesses. The Y2K Weekend Study explores how organizations will manage staff during the period of time immediately before and after January 1, 2000. Anticipating last minute remediation, real-time bug extermination, maintenance of production and customer service systems, and maintaining a "high-alert" status to cope with the worst case scenarios, companies are placing IT, public relations, legal HR, Executive, and other staff members on call or on site for the Y2K weekend.

This study, conducted June 1999, shows that many of the 272 participating organizations have invoked special work rules that may extend the "weekend" to include a period of time before and after the Friday, December 31 to Sunday, January 2 weekend. Nearly half (47%) of the responding organizations have policies in place to provide additional compensation or time off to employees affected by these policies. The practices addressed in this study reflect how organizations handle business continuity and disaster recover -- both of which are key factors to success. 9. Directory of Information Security Solution Providers to Publish in October 1999.
ITAA and the United States Department of Justice have formed a partnership to educate Americans on the virtues of responsible online behavior. This Cybercitizen Partnership is an industry/government initiative dedicated to protecting our nation's critical information infrastructure. One focus of the Cybercitizen Partnership is building a Directory of information assurance and security experts. The U.S. Department of Justice will distribute the Directory to state and local law enforcement facilities nationwide.

Each Directory listing includes the company location, key organization contacts and a brief description of the services offered. Company listings in the Directory are free. The directory will be organized with extensive indexing and cross-indexing of resources by product and service categories and functional environment/platform. Resources will be indexed in the following categories: Vulnerability Analysis; Intrusion Detection; Firewalls; Authentication Tools; Virus Protection; Access Controls; Encryption; Training/Education; Virtual Private Networks; Biometric Technology; Disaster Recovery Services; Computer Forensic Services; IT Auditing Services; and Red-Teaming. The Directory will also be available on ITAA's Web Site.
