RHYTHMS RECEIVES FAVORABLE LINE-SHARING DECISION FROM NEW YORK PUBLIC SERVICE COMMISSION Order Improves Broadband Service Provider's Ability to Provision, Scale
ENGLEWOOD, Colo., September 21, 2000 — Rhythms
NetConnections Inc. (Nasdaq: RTHM) today applauded a decision from the New
York State Public Service Commission (NYPSC), that will significantly
improve the company's ability to provision digital subscriber line
(DSL)-based, high-speed Internet access connections to consumers in
Verizon Communications' territory. The decision reduces line-sharing
provisioning and collocation augment intervals as well as ensures Rhythms'
access to consumers served by fiber loops. These conditions will enable
Rhythms to provide service much faster and to reach many more consumers.
"This decision is yet another win for consumers as well as a win for
Rhythms," said Jeffrey Blumenfeld, chief legal officer and general counsel
of Rhythms. "The NYPSC has ensured that we will be treated as Verizon
treats its own affiliate."
Rhythms, an international provider of broadband communication services,
will immediately benefit from the Commission's decision. New York has been
at the forefront of addressing issues affecting competition in respect to
DSL.
"New York consumers will be able to receive the richest possible
broadband solutions from Rhythms within the same or better timeframes than
they would receive from Verizon," continued Blumenfeld. "The NYPSC
deserves praise for issuing an order that will further competition and
increase consumers' choices for broadband."
Rhythms has negotiated line-sharing agreements with all of the major
incumbent local exchange carriers, and numerous state public utilities
commissions are presently considering costing and operational issues
regarding the implementation of line-shared services.
Line sharing will enable consumers to order DSL-based services without
having to install a second line. Consumers will also enjoy the convenience
of being able to install the line-sharing equipment themselves,
eliminating the need for a professional installer to visit their home.
Rhythms' services include high-speed connections to the Internet and
private networks at speeds ranging from 144 kbps to 7.1 Mbps. Rhythms'
customers include Internet service providers, telecommunications carriers
and broadband communication services resellers.
