I. Long Distance

  1. The Telecommunications Act of 1996 (Federal legislation)
    • Congress passed telco act which opened the market for vendors to use their technology to deliver a full range of telco services
    • 14 point checklist to prove RBOCs have opened their systems and are able to support requirements of competitors

  2. LD application process
    • File with PSC 60 days prior to filing with FCC
    • File with FCC 90 days to approve

  3. Verizon Washington will follow in the footsteps of New York which recently received support from their Public Service Commission with our plans to further open local telephone markets in order to begin selling long distance in New York. Verizon Washington plans to file later this year.

II. Local Competition

  1. The Telecommunications Competition Act of 1996 (DC Law 11-154)
    • Opens local telecommunications marketplace
    • Permits PSC to regulate the terms and conditions of service and service quality for all providers
    • PSC is authorized to regulate the rates of Verizon-DC but not new providers
    • Subjects new providers and Mobile services to DC taxes

  2. CLEC Application Process
    All parties seeking certification to provide local exchange service in the District must file an Application for Certification with the DC Commission
    • Filing Fee is $1,000
    • The content of the Application is governed by application requirements and procedures set by the DC Commission
    • The Commission's goal is to act on an Application within 15 days

    Why the application for certification?

    • There are experience and annual gross revenue requirements
    • At least 3 years of experience in providing telecommunications services
    • Derives more than $50M in gross annual revenue from telecommunications services in the prior year of Application

    The commission may waive these requirements if:

    • The applicant has sufficient experience to ensure the continued provision of services
    • The applicant has the financial stability to ensure the continued provision of services
    • The public interest will be served by the applicant's entry into the local telecommunications marketplace

    CLECs who cannot be 100% functional on their own enter into an interconnection agreement with Verizon-DC (this encompasses the majority of the CLECs).

    There are 3 types of Agreements:

    1. Interconnection Agreement for a facilities based CLEC
    2. Resale Agreement for a CLEC that resells Verizon-DC's services
    3. Interconnection Agreement for Narrowband Commercial Mobile Radio Service for wireless carriers

    The Commission is to act on the Agreement within 90 days

  3. Competitive Local Exchange Carriers Certifications Applications (10/00)
    • 107 approved
    • 36 pending approval

  4. Interconnection/Resale/Wireless Agreements with Verizon Washington (10/00)
    • 140 Agreements signed
    • 107 Agreements approved

  5. Wholesale Activities
    • Collocation in all Central Offices
    • 69 NXX codes issued to CLECs (equivalent of 690,000 lines)
    • 22,371 Resold customer lines; 3,499 Unbundled customer lines; approximately 80,000 Ported Numbers in service
