Global AIDS Prevention Act of 2000 - Amends the Foreign Assistance Act of 1961 to urge the agency primarily responsible for administering health programs for poor people in developing countries to make HIV/AIDS prevention and care a priority in such programs.

Authorizes appropriations. Earmarks 50 percent of such funds for each fiscal year to be used to combat the HIV/AIDS epidemic in sub-Saharan Africa.
