You are correct to note that drug companies need special incentives to develop vaccines for diseases that primarily affect the world's poorest countries (editorial, March 14). While the Clinton administration's proposal to provide targeted tax credits on the sales of new vaccines will help, more needs to be done to fully engage the drug and biotech industries.

The Vaccines for the New Millennium Act incorporates the president's proposal and would also provide public venture capital and transferable tax credit for research and development into AIDS, tuberculosis and malaria vaccines. It would also create a multilateral fund to buy these vaccines and distribute them in the world's poorest countries.
