SUMMARY:
Committee Serial No. 106-16. Hearings before the Subcom on
Postal Service to consider H.R. 22 (text, p. 2-45), the
Postal Modernization Act of 1999 to amend the Federal Salary
Act of 1967 and five other acts to restructure USPS operations.
Includes provisions to:
a. Establish a new
postal ratemaking framework, including a price cap regulatory
regime for noncompetitive postal products and enhanced pricing
flexibility for competitive postal products.
b. Authorize USPS to establish a private corporation to
engage in postal and nonpostal activities.
Also
considers USPS proposed amendments to H.R. 22.
