In his Oct. 18 Federal Diary, Mike Causey seemed to suggest that former postmaster general Paul Carlin will be persona non grata at the U.S. Postal Service for advocating privatization in a speech at the MailCom '99 convention.

The Postal Service never would ostracize Mr. Carlin for expressing his ideas. He offered his opinions about the future of the Postal Service at the National Postal Forum in San Antonio in May as a guest of Postmaster General William Henderson. At that time, he said that private express statutes should be phased out over 10 to 15 years.

Mr. Carlin made a strong case that the Postal Service must be free to enter new markets as it faces increased competition, regulations and advances in technology. He said, "The longer the Postal Service waits to take action, the more they're going to find their traditional territory has already been carved up and taken by others."

You will find agreement with those sentiments throughout the Postal Service.
