SUMMARY:
Hearing to consider S. 746 (text, p. 295-332), the Regulatory Improvement Act of 1999, to revise Federal agency rulemaking procedures.
 
Includes provisions to:
   a. Require Federal agencies to conduct cost-benefit analyses and, if relevant, risk assessments of proposed major rules that have an annual economic impact of 100 million or other significant impacts.
   b. Require independent peer reviews of Federal agency cost-benefit analyses and risk assessments.
