SUMMARY:
Committee Serial No. 106-28. Hearing before the Subcom on Energy and
Environment to examine EPA May 13, 1999 proposed rulemaking to strengthen Clean
Air Act emission standards for passenger cars and light duty trucks (Tier 2
standards), and establish standards for oil refineries to reduce the
sulfur content of gasoline in order to allow
new vehicle emission technologies for Tier 2 vehicles to operate efficiently and
attain automotive air pollution reduction objectives.
Also
briefly examines EPA advance notice of proposed rulemaking (ANPRM) on diesel
fuel quality to enable the use of new emission control technologies for diesel
engines.
Supplementary material (p. 180-1477) includes witnesses'
written replies to Subcom questions, a submitted statement, and:

STATEMENTS AND DISCUSSION:
Explanation of EPA proposed Tier 2 standards and
sulfur control requirements for gasoline;
inability of automobile industry to produce vehicles able to meet new Tier 2
standards unless the sulfur content of
gasoline is reduced (related graphs, p. 25-40 passim).
Concerns of oil refiners regarding EPA proposed
sulfur reduction standards for gasoline, with
recommendations (related graphs, charts, p. 60-76); need for national standards
to reduce gasoline sulfur content (related materials, p.
91-104); review of California experiences related to implementation of low
sulfur gasoline requirements.
Recommendations for alternative strategies to reduce the
sulfur content of gasoline without adversely
impacting smaller oil refineries; perspectives on technology development issues
relevant to automotive air pollution reduction.
