Hundreds of churches, schools, local governments and fringe artists began preparations to hit the airwaves after the Federal Communications Commission approved licensing rules for low-power FM radio stations.

Officials say the new rules will reshape the broadcasting landscape, opening the airwaves to new voices at a time when broad consolidation in the industry is reducing diversity. But the nation's largest broadcasters say the new stations will only increase static and other interference, and suggested they might fight the rules in court.
