Top issues to be addressed at the Automotive Congress include: repeal of the estate tax, and support for trade and the benefits it provides. "Our timing couldn't be better. Congress will be addressing both of these issues in the next few weeks, offering dealers a unique opportunity to send a strong message," said AIADA President Walter E. Huizenga. All AIADA members will receive an Automotive Congress Guide to the Issues in the mail prior to the meeting with more detailed information.

CHINA VOTE: REFERENDUM ON TRADE?

A major showdown on trade is expected in May as Congress prepares to vote on granting China Permanent Normal Trade Relations (PNTR). This is significant because the PNTR vote has become a referendum on trade. Failure of this measure would be a win for protectionists and a slap to the import auto industry and other major beneficiaries of free trade. In anticipation of the PNTR vote, thousands of union activists descended upon Washington this month, vowing to defeat it, while Republican congressional leaders are honing strategies to gain support for the measure. A vote is scheduled for the week of May 22. As free trade supporters, congressional leaders are asking AIADA members to support China PNTR during the Auto Congress.

BUDGET PASSED, LUX TAX UNTOUCHED

Congress has passed the $1.8 trillion FY2001 Budget without any attempt to extend the luxury tax on automobiles. Last year, a proposal to extend the tax to offset the cost of other tax cuts was crushed after AIADA and dealer members rallied in opposition to it. In addition to outlining total spending, the 2001 budget blueprint provides for $150 billion in tax cuts over five years, including two tax cut bills by the end of this year.

L.A. DEALER FORUM A SUCCESS!

More than 30 Los Angeles-area dealers attended an AIADA-sponsored luncheon on April 6 for California Representative Tom Campbell, the Republican candidate running against Sen. Diane Feinstein for the U.S. Senate this fall. The program was part of AIADA's "Meet the Candidate" Dealer Forum series, which fosters political awareness. With the 2000 elections around the corner, additional events are being planned.

National Estate Tax Repeal Day Coincides with Auto Congress

Elimination of the estate tax, which can devastate family-owned automobile dealerships, remains one of AIADA's top legislative priorities for 2000.

As part of the ongoing effort to repeal this burdensome tax, AIADA will join other family-owned business groups and estate tax opponents to participate in National Estate Tax Repeal Day on Tuesday, May 23 in Washington, D.C. More than 800 dealers and industry executives are expected to be in Washington at that time for AIADA's 23rd annual Automotive Congress.

Rep. Jennifer Dunn (R-WA), who worked with AIADA to achieve phase-out of the luxury tax in 1996, is now leading the effort in the House of Representatives to phase-out the estate tax. She will address attendees at the Automotive Congress on May 23. "All family-owned dealerships stand to benefit from Rep. Dunn's legislative efforts to eliminate the burdensome death tax. It is a special honor to have her speak to our members on National Estate Tax Repeal Day," said AIADA President Walter E. Huizenga.

Dunn is a co-sponsor of H.R. 8, the Death Tax Elimination Act. The bill, which seeks to phase-out estate and gift taxes over a 10-year period, could be considered by Congress the first week in June if enough support is generated.
