The Estate and Gift Tax Rate Reduction Act will soon be introduced by Representatives Jennifer Dunn (R-WA) and John Tanner (D-TN).  As a small businessperson within the tooling and machining industry, I strongly support this legislation.

The estate tax is an unreasonable burden on small businesses. Individuals who work all their lives building a business leave their families behind, saddled with a huge tax bill-- on assets that have already been taxed! Relief from estate taxes is pro-business, pro-jobs, pro-family and pro-economy.

While Congress made real progress in the 1997 budget agreement, it didn't go far enough. The tax rates, even after $1.3 million in exemptions, can still reach 55 percent In the tooling and machining industry, a business can easily have equipment worth that much on the plant floor. If a family business has to sell machines to pay the estate taxes, there won't be a business left to supply jobs and continue playing a vital role in the economy.

The Dunn/Tanner bill would reduce the estate tax rates by 5 percent a year for ten years until it reaches zero, effectively repealing the onerous tax on American families. I strongly urge you to support the Dunn/Tanner legislation.

During the 106th Congress, Representative Jim Talent, Chairman of the Committee on Small Business, introduced the Skilled Workforce Enhancement Act. While Congress adjourned before this bill could be enacted, it will soon be reintroduced in the 107th Congress. On behalf of myself, and the thousands of other small business owners and operators like me in the tooling and machining industry, I am writing to express my strong support for this legislation and to ask you to cosponsor this bill.

Passage of the Skilled Workforce Enhancement Act will assure that the next generation of Americans in small business, highly-skilled trades receives the highest level of apprentice training. This will allow them to become tomorrow's skilled journeymen, needed for small business to thrive in a competitive global economy. Currently, finding skilled workers to fill the numerous positions in the tooling and machining industry is close to impossible. For most small business owners, it is cost-prohibitive to train young men and women in-house. This legislation will provide a tax incentive to train apprentices and is a much-needed step toward alleviating the critical shortage of skilled labor.

Congress must assist our industry in eliminating this deficit in the skilled-labor pool or our businesses will disappear overseas. Please cosponsor this important legislation.

NTMA and its members fought hard to defeat an increase in the minimum wage and they
succeeded! The Senate voted down language that would include a provision to increase the
minimum wage to $6.15 by the year 2000.

The tooling and machining industry would have been harmfully impacted by any minimum
wage increase. But, your voices WERE HEARD! By sending letters to your Senators
opposing any increase in minimum wage, NTMA, together with its members, scored a
huge victory!!!
