IRS Rules: Unfair to Small
Businesses? "There is nothing more annoying
to the small business community than to have the
IRS issue a proposed rule when it is obvious that
the authors have little or no understanding of the
business practices covered by the rule," was the
sentiment expressed in a letter sent last week to
Speaker of the House Denny Hastert by the Small
Business Legislative Council (SBLC). Writing on
behalf of nearly 80 trade and professional
associations, including SAF, the SBLC urged the
Speaker to move H.R. 1882 directly to the floor of
the House for passage. H.R. 1882 would require
future IRS rules to be subject to the Small
Business Regulatory Enforcement Fairness Act
(SBREFA), which requires evaluation of rules for
their impact on small
