SUMMARY:
Committee Serial No. 106-18. Hearings to consider H.R. 701 (text, p. 66-113), the Conservation and Reinvestment Act of 1999, to amend the Land and Water Conservation Fund Act of 1965, the Urban Park and Recreation Recovery Act of 1978, and the Federal Aid in Wildlife Restoration Act to reallocate a portion of outer continental shelf (OCS) oil and gas leasing revenues (Committee briefing paper, p. 364-367).
 
Includes provisions to:
   a. Provide impact aid to coastal States and territories affected by OCS oil and gas development.
   b. Direct certain OCS revenues into the Land and Water Conservation Fund, which provides grants to State and local governments for park and recreation development and fish and wildlife conservation programs.
   c. Increase funding for the urban parks and recreation recovery program.
   d. Extend distribution of Federal aid in wildlife restoration funds to States for fish and wildlife conservation programs.
   e. Authorize USDA and the Department of Interior to purchase private inholdings within exterior boundaries of national forests, national parks, and other publicly managed lands for conservation purposes.
 
Also considers H.R. 798 (text, p. 114-189), the Resources 2000 Act, to amend the National Historic Preservation Act and four other acts to allocate targeted amounts of OCS revenues for natural resource protection activities, including land acquisition, urban park renewal, historic preservation, wildlife protection, and coastal, marine, and open space conservation.
 
Hearing on Mar. 31 was held in Anchorage, Alaska, and on May 3 in New Orleans, La.
