SUMMARY:
Hearing to consider S. 25 and S. 2123, both the Conservation and Reinvestment Act (CARA) of 1999, and similar S. 2181, the Conservation and Stewardship Act, all three to reallocate a portion of outer continental shelf oil and gas leasing revenues to the Land and Water Conservation Fund (LWCF), which provides grants to State and local governments for park and recreation development and fish and wildlife conservation programs.
 
S. 25 includes provisions to increase funding for the urban parks and recreation recovery program; S. 2123 includes provisions to establish a permanent fund for Federal, State, local and tribal government natural resources conservation programs.
