- Gross Tax Cuts = $62 billion over 5 years, $165 billion over 10 years,

- School Bond Interest Tax Credits = $2 billion more for Education
- Long-Term Care Tax Credits
- Child Care Tax Credits
- Extends Research & Experimentation Tax Credits
- 25 Percent of Request for Child Care and Early Learning Fund
- Environmental Bonds
- Medicaid for Legal Immigrants and Children
- Extends Welfare-to-Work
- Provides $6 billion (2000-2004)+ $9.4 billion (2005-2009) for crop
insurance
- Adds $1.9 billion Each Year for Veterans
- Funds Urban and Rural Empowerment Zones
- Provides $8.6 billion (2000-2004) + $28 billion (2005-2009) more than the
Republicans for natural resources and environmental protection, including
President's Lands Legacy Initiative
