Unions Flex Their Muscle Over China

For House Minority Whip David E. Bonior, D-Mich., and
other opponents
of extending permanent normal trade relations to
China, several-thousand
backup troops arrived on April 12. At a
rally on the Capitol grounds,
Bonior, a leading foe of the trade
bill, looked over a crowd of union
activists and declared: "We're
for an America that does not give the back of
its hand to those
who work with their hands." Activists from the AFL-CIO,
Teamsters, United Steel Workers, United Auto Workers, and other
unions
flooded the Capitol this week to lobby against PNTR. They
went to every congressional office, but lavished the most
attention on
the 60 or so mostly Democratic House members who the
unions believe are
truly undecided in the debate. Meanwhile,
CongressDaily's ongoing poll of
House members showed a dead heat
this week: Among members willing to
publicly state a position,
138 favor and 137 oppose PNTR,
and 133 said they remained
undecided.
