Lott Clears Way for China Debate

Senate Majority Leader Trent Lott, R-Miss., moved this
week to resolve
one obstacle to the final passage of China trade
legislation by announcing
that he would bring up a measure to
monitor China's weapons proliferation
activities on July 10. Sen.
Fred D. Thompson, R-Tenn., had pushed for a
separate vote on the
proliferation bill and warned that otherwise, he would
attempt to
add it to legislation granting permanent normal trade relations
to China. Senate Minority Leader Thomas A. Daschle, D-S.D., said
he
could agree to bring up the proliferation bill in exchange for
a guaranteed
date on the PNTR vote. The business community has
also been
urging Lott to set a date. However, Lott's plan for
considering the Thompson
bill could hit a snag, as Sen. Phil
Gramm, R-Texas, continues to press his
case that the bill should
be referred to his committee.
