Dear Majority Leader Lott and Minority Leader Daschle:

We write to reiterate our unequivocal support for passage of Permanent Normal Trade Relations with China (H.R. 4444), without amendment, before the August recess. This legislation, which would fulfill U.S. obligations pursuant to the procedures related to China's accession to the World Trade Organization (WTO), is essential to the growth of our industries and our continued leadership in global technology markets. Moreover, passage of PNTR with China represents our best hope for advancing the cause of economic and political reform in China.

We appreciate that passage of PNTR poses difficult issues for some Members concerned about other aspects of our relationship with China. But there is wide agreement in the Senate that - on the merits - PNTR with China is the right policy. It is time to move forward with implementation of that policy before the issues are further clouded by election year politics.

We urge you to set a date certain and ensure a vote on PNTR in the United States Senate before the August recess.
