Amends Federal law to direct the Secretary of Agriculture, acting through the Animal and Plant Health Inspection Service, to: (1) make grants to small farm operators and related associations to implement nonlethal predator control methods for livestock protection; (2) provide such operators with related training and technical assistance; (3) conduct research to determine the extent of predatory damage to livestock, particularly in western States and with respect to sheep losses; and (4) emphasize nonlethal predator control under the Wildlife Services Program.
