To amend the Communications Act of 1934 to reduce telephone rates, provide advanced telecommunications services to schools, libraries, and certain health care facilities, and for other purposes.

SECTION 1. SHORT TITLE.

SEC. 2. REPEAL OF FEDERAL COMMUNICATIONS COMMISSION AUTHORITY.

SEC. 3. REDUCTION OF EXCISE TAX ON TELEPHONE AND OTHER COMMUNICATIONS SERVICES.

SEC. 4. TELECOMMUNICATIONS TECHNOLOGY TRUST FUND.

`SEC. 9511. TELECOMMUNICATIONS TECHNOLOGY TRUST FUND.

SEC. 5. PROVISION OF TELECOMMUNICATIONS SERVICES TO SCHOOLS, LIBRARIES, AND RURAL HEALTH CARE PROVIDERS.

`SEC. 106. PROVISION OF ADVANCED TELECOMMUNICATIONS SERVICES.

for the provision of health care services, including instruction relating to such telecommunications and related services, by any public or nonprofit health care provider that serves persons who reside in a rural area, as defined in section 1886(d)(2)(D) of the Social Security Act (42 U.S.C. 1395ww(d)(2)(D)).
