Denise Rossi, the Long Beach, Calif., woman ordered last month to turn her entire $1.3 million California Lottery winnings over to her ex-husband, has filed for Chapter 13 bankruptcy protection from creditors. Rossi's failure to disclose her winnings to her husband during their divorce prompted Superior Court Judge Richard Denner to order her to give him all the money. She plans an appeal of the ruling. When it collapsed, the Texas A&M bonfire stack was four feet higher than the 55-foot limit, university engineering instructor John Weese said. Twelve people were killed in the Nov. 18 accident.

A panel created to devise tax rules for the Internet has decided to delay until March a decision on whether to recommend barring taxes on Internet access and repealing a 101-year-old, 3 percent telephone tax originally created to finance the Spanish-American War. The Justice Department today accused the Adam's Mark hotel chain of discriminating against blacks by charging them more than whites, offering less-desirable rooms and requiring more security.
