Bankruptcy Abuse Reform Act of 1999 - Amends the bankruptcy code to limit the homestead exemption from a debtor's estate under State or local law to an aggregate of $100,000 in value in: (1) real or personal property (including a cooperative that owns property) that the debtor (or a dependent) uses as a residence; or (2) a burial plot for the debtor (or a dependent).
