President Clinton effectively vetoed a bipartisan
bankruptcy reform bill Tuesday. The Senate passed the
bankruptcy overhaul legislation December 7 by a vote of 70 to 28 -- a large enough margin
to override a veto by Clinton. But because Congress has adjourned, the
president was able to kill the bill by not signing it within the 10 days he had
to act.
