America's Community Bankers has urged the House Rules Committee to expedite House consideration of H.R. 833, the bankruptcy reform bill, because it will "encourage a reduction in the number of bankruptcy filings by reducing the incentive to file." ACB said the bill achieves this objective with the "needs-based" system that requires debtors who have the ability to repay all or a portion of their debt obligations to do so.

ACB recommended that the Rules Committee approve a rule that limits the number of amendments that members on each side of the issue will be permitted to offer.
