   Need to improve FAA runway incursion and operational error prevention programs; status of air traffic control modernization initiatives, including wide area augmentation system navigational satellite program; analysis of FAA financing and cost control issues, with recommendations.
   Response to concerns about security problems at Dulles International Airport and other airports; views on air traffic control staffing issues (related docs, p. 373-378); perspectives on overall FAA operations.

   a. Operations, including air traffic services, aviation safety standards regulation, aviation security activities, and commercial space transportation.
   b. Grants for airport improvements.
   c. Facilities and equipment, including modernization and automation of air traffic control facilities and equipment.
   d. Research, engineering, and development activities relating to air traffic management, weather information services, aircraft safety and aviation security, human factors and aviation medicine, and environment and energy.
