Slater Outlines Initiatives To Curb Delays, Improve Service
Flight
delays should lessen to some extent over the next couple of months due to
a combination of new government initiatives and the end of the peak summer
travel season, DOT Secretary Rodney Slater said following a recent
top-level summit of industry and department officials.
The meeting was attended by the CEOs of US Airways, American, Delta,
Alaska and America West, as well as the presidents of United and TWA; AAAE
President Charles Barclay and ACI-NA President David Plavin, and
representatives of several labor unions. The meeting did not include
consumer representatives, but a follow-up meeting with new entrant
airlines, consumer groups and additional labor representatives was held
later in the week.
Slater told a news conference that the tenor of the session was
positive, describing it as "forthright and productive." He added, "We
didn’t go into the meeting pointing fingers."
He said DOT has identified seven "choke points" in the air traffic
system— Philadelphia, Cleveland, Washington, New York, Boston, Newark and
Atlanta—where flights most frequently back up, causing widespread delays
across the country. To reduce this congestion, he said FAA has developed a
number of initiatives, including the use of different altitudes and angles
of approach for aircraft. Eleven of these new procedures will be
implemented by the end of October, he said.
Further, Slater described three new projects that DOT will undertake to
improve airline passenger service. First, a task force on airline service
quality performance will issue recommendations within 90 days on ways to
modify and improve the department’s monthly airline consumer report. A
second task force will identify best practices in the airline industry in
an effort to improve the accuracy and timeliness of flight information
provided to passengers from the time they plan a trip until they return
home. This task force will issue its recommendations by mid September.
Finally, FAA will make an effort to expedite the government’s investment
in air traffic infrastructure improvements.
The airlines will make efforts to improve customer service as well,
Slater said. For example, he said the airlines will attempt to notify FAA
earlier about flight cancellations to enable air traffic controllers to
make maximum use of available air space.
Barclay and Plavin called for further investment in airport
infrastructure to help reduce flight delays.
The two airport representatives pointed out that earlier this year the
President signed AIR-21, which authorizes a record $3.2 billion for
airport construction projects next year and raises the cap on PFCs to
$4.50 from $3. Barclay and Plavin said that passage of this legislation is
the first step toward preparing airports for the explosive growth in air
travel that is expected to occur during the next 10 years.
"Congress and the administration should be commended for approving $3.2
billion for airport construction projects next year," Barclay said.
"Increasing capacity at our nation’s airports will be a key component of
any successful effort to reduce flight delays."
Many of the flight delays that air travelers experienced this summer
were caused by unusually severe weather. However, Barclay and Plavin
warned that delays may continue to plague the aviation industry because
the number of passengers using the nation’s air transportation system is
expected to increase from approximately 640 million per year to 1 billion
by the end of the decade.
"It is critical that the fiscal year 2001 transportation appropriations
bill that Congress approves this year include no less than $3.2 billion
for airport construction projects," Plavin said. "Even though that is a
sizeable increase, the amount needed nationwide for airport infrastructure
is closer to $10 billion per year."
"Money alone is not the silver bullet that will solve the delay
problem, but infrastructure investment is a critical component of the
overall solution," Plavin said.
In related news, AAA President Robert Darbelnet called for the
government to "seriously consider privatizing" the air traffic control
system as a way to meet the challenges in air travel. He also recommended
that the government insist that Congress continue to fully invest the
aviation trust fund revenues in air system improvements; called for
construction of new airports or "aggressively expanding" existing
facilities, including fuller utilization of regional airports, and said
the government should "insist upon a collaborative effort among interested
parties" to improve air system problems.
Garvey Visits Contract Tower Airports
FAA Administrator Jane
Garvey recently visited Salina (Kan.) Municipal and Garden City (Kan.)
Regional Airports to discuss the agency’s contract tower program and
participate in discussions on issues that included service to small
communities.
Rep. Jerry Moran (R-Kan.) accompanied Garvey on the airport tours,
which included the dedication of a new control tower under construction at
Garden City.
Andy Perry, director of aviation at Garden City Regional, said that
Garvey’s visit permitted airport officials to demonstrate the value of the
agency’s contract tower and cost-sharing programs. Garvey’s visit included
a briefing from city commissioners, the airport board and the chief flight
test engineer from Bombardier, who represented an airport user. Garden
City officials also arranged media coverage of Garvey’s visit. Perry said
officials discussed current airport issues with the administrator "and we
stressed our thanks for her support for contract towers and the
cost-sharing program."
Garvey commented that, "In October, when the controllers at the Garden
City airport tower begin clearing flights for takeoff and landing, you in
Garden City will have much to be proud of. You will have a new tower, with
experienced controllers, that is a participant in the FAA’s Contract Tower
Program." She noted that, "The Contract Tower Program is a partnership of
government and industry that allows our nation’s smaller airports to offer
their communities the added safety and efficiency benefits of an air
traffic control facility."
Tim Rogers, A.A.E., executive director of the Salina Airport Authority,
said Garvey "expressed her pleasure with the progress of the contract
tower program and her desire to continue a partnership with FAA,
contractors and the U.S. Contract Tower Association." Garvey’s visit to
Salina included a tour of the airport and airport industrial center, a
stop at the site of the new control tower, and a visit to Kansas State
Salina Aeronautical Center, where the administrator met with future
airline pilots and mechanics.
Rogers said that in addition to receiving a briefing on the benefits to
Salina of the contract tower program, Garvey participated in a discussion
on small community air service and the concerns of rural FBOs.
FAA Issues Guidance On ATC Cost-Sharing
FAA has issued proposed
guidance on the pilot program for cost-sharing of ATC modernization
projects, which was authorized in AIR-21. The agency also called for
expressions of interest for cost-sharing projects for fiscal years 2001
through 2003.
Under the program, DOT may make grants for up to 33 percent of project
costs, with a cap of $15 million, on as many as 10 eligible modernization
projects—those deemed to be "critical" to the nation’s air traffic control
system.
According to FAA’s guidance, published in the Aug. 14 Federal Register,
the pilot program would consist of a two-phase application process, the
first of which would be an expression of interest in order to determine
the level of interest in the program. Based on the expressions of
interest, FAA would invite applicants meeting the program criteria to
participate in phase two, which would require detailed applications.
Applications will be evaluated on the degree to which the project
relates to the agency’s safety, efficiency and mobility goals; its impact
on the sponsor airport, region and national airspace system; the project’s
likelihood of success; the ability of the sponsor to provide its share of
funding, and the cost to FAA—both up front and life-cycle operating and
maintenance costs, among other criteria.
Burbank Accepts City Limits On Terminal
The
Burbank-Glendale-Pasadena (Calif.) Airport Authority has voted to accept
the city of Burbank’s proposed size of 250,000 square feet for a
replacement passenger terminal and submitted a new application to the city
to proceed with construction.
"We’re trying hard to find reasonable middle ground while there is
still time to do so," said authority President Carl Meseck. He noted that
the authority’s existing legal agreement with Burbank requires the
authority to sell the property needed for the terminal because there was
no final development agreement for a terminal project by the May 24
deadline. "We can still salvage the terminal project, if we can reach an
agreement before the property sells," Meseck said.
Meseck cited numerous concessions by the authority intended to address
community concerns about the future effects of the airport, including:
there will be no additional aircraft gates and only a modest increase in
terminal area from the present 170,000 square feet to 250,000 square feet;
the authority has accepted the city’s requirement that a curfew be in
place before a new terminal can be built; the authority has accepted the
city’s condition that there be payments from the airport in lieu of the
lost property taxes from the former Lockheed B-6 site, and the city
council would be guaranteed total control over the future fate of airport
terminal facilities.
FAA Extends Part 139 NPRM Deadline
FAA has extended until Nov. 3
the comment period on its Notice of Proposed Rulemaking to revise Part 139
to require certification of airports with scheduled air carrier operations
utilizing aircraft with 10-30 seats. FAA explained that the deadline
extension is a result of requests from the Augusta (Maine) State Airport,
the Hancock County-Bar Harbor (Maine) Airport and the Maine DOT.
Travelers Comment On Logan Runway
Massport Executive Director and
CEO Virginia Buckingham said port officials have received more than 4,000
responses from frequent flyers who support construction of a new runway at
Boston Logan International.
Buckingham sent out 60,000 letters with reply cards following FAA’s
request for more public input in the debate for a new, unidirectional
runway at Logan. Massport has proposed adding a 5,000-foot runway, with
all arrivals and departures occurring over water. Officials said the
runway would reduce flight delays up to 25 percent annually.
American Adds Airport Service Upgrades
American has implemented
two technology initiatives to enhance passenger service at airports. The
first is designed to expedite clearance of passengers through Customs,
while the second provides customers with faster baggage check-in using
high-speed bag-tag printers.
In connection with a U.S. Customs’ Advanced Passenger Information
System (APIS), American has added a scanning device that collects required
passenger data from passports, visas and other immigration documents at
the point of check-in. The information is electronically transmitted to
U.S. Customs prior to an international flight arrival. Data previously had
to be typed in. American also has installed new high-speed bag-tag
printers in 123 cities.
IG Calls For Comments On Special Needs Handling
The DOT Inspector
General has called for public comment on how well the airlines are meeting
the needs of disabled passengers. In addition, the IG is still requesting
input from passengers on airline overbooking practices, consumer access to
lowest available air fares and traveler experience with long delays while
on board aircraft.

Latin American Safety Program Set
The International Air Transport
Association (IATA), International Civil Aviation Organization (ICAO),
aviation organizations and airframe manufacturers have formed PAAST, the
Pan American Aviation Safety Team, according to an IATA announcement.
PAAST is directed at fostering a comprehensive, integrated approach to
flight safety improvements in Latin America and the Caribbean.
The concrete benefits expected from the program include training aids,
manuals, software, seminars, missions and consulting services that will be
made available to airlines, governments, airports and air traffic control
authorities, the statement said.
The decision to establish PAAST was an outgrowth of the first joint
IATA/ICAO Aviation Safety and Human Factors Seminar, which took place Aug.
16-18 in Rio de Janiero and was combined with a meeting of the IATA Safety
Committee. This seminar reviewed ways to adapt safety strategies in the
human factors area to different cultural environments.
