SUMMARY:
Committee Serial No. 106-41. Hearing to examine the Academic Achievements for All (Straight A's) proposal, to provide States and local school districts that choose to participate in the Straight A's program with relief from categorical requirements under the Elementary and Secondary Education Act (ESEA).
 
Under the Straight A's program, participating States and districts would be allowed to use commingled State administered formula grant funds for any educational purpose permitted by State law, in exchange for an agreement to attain measurable student academic achievement objectives agreed upon in advance by the participating entity and the Department of Education.
