Congressional negotiators have reached a tentative budget agreement that includes a major increase in federal spending for public schools, acknowledging the political potency of education as the 106th Congress nears a close.

The preliminary accord, which aides predicted will come to a vote in the House and Senate by Friday, includes funding increases for hiring teachers, renovating schools, educating special-needs children and defraying college tuition for low-income students.

If the GOP-led Congress signs off on the increase, the Department of Education would receive about $41 billion in the fiscal year that began Oct. 1. That's up from $35.6 billion the year before.

In line for increases are two key White House priorities -- hiring more elementary school teachers and a new program to renovate schools. The accord would include $1.6 billion, up from $1.3 billion the previous year, for new teachers and as much as $1.2 billion to refurbish older school structures.
