Amends the Individuals with Disabilities Education Act to reserve to each State educational agency (SEA), or to a local educational agency as determined by the SEA, any decision relating to establishment or implementation of policies of discipline of children with disabilities in school. Requires that any such policy be applicable to all children with disabilities in that State or local educational agency.
