Growing Resources in Educational Achievement for Today and Tomorrow Act - GREATT IDEA Act - Amends the Individuals with Disabilities Education Act (IDEA) to authorize appropriations in specified amounts for FY 2001 through 2005 for IDEA part B programs of Assistance for Education of All Children with Disabilities.

Requires States that use proceeds of IDEA grants to maintain expenditures for IDEA activities for each of FY 2001 through 2005 at least at the FY 2000 level.
