On May 3, 2000, the Individuals with Disabilities Education Act Full
Funding Act, (H.R.
4055) the House passed H.R. 4055 on a 421 to 3 vote. This
measure would fully fund the federal commitment to education programs
under the Individuals with Disabilities Education Act (IDEA), ensuring
access to public education for children with disabilities. When
Congress created IDEA, it included a requirement that the federal
government provide the states with 40% of the funding they would need to
meet the new federally-mandated education programs for children with
disabilities. Since that time, the federal portion of such funding
has only reached 12%, forcing the states to pay for special education
programs with funds needed for other education programs -- for example,
school construction.
H.R. 4055 would ensure that the states actually receive the full funding they were promised in the IDEA so that they could meet the educational needs of all students, including those with disabilities. Specifically, it authorizes a $2 billion per fiscal year increase, starting at $7 billion this fiscal year and ending at $25 billion in 2010. |
