LEGAL SERVICES CORPORATION ANNOUNCES SERVICE
AREAS FOR FY 2001 COMPETITION
WASHINGTON --
Legal Services Corporation (LSC) today announced the service areas
in 21 states, Guam, Puerto Rico, the Virgin Islands and the District
of Columbia eligible for FY 20001 grant awards for the provision of
legal services to eligible low-income persons. Grants will also be
made for the delivery of legal services to migrant farmworkers.
While many service areas remain the same as in prior years,
significant changes will occur in nine states. Since 1995, LSC has
required all legal services programs to engage in a state planning
process to develop more effective legal services systems. A required
element of the planning process is an examination of the number of
LSC service areas in a particular state to determine the most
effective configuration for delivering legal services. Based on an
extensive review of available information and on recommendations
from the state planning process, LSC has reconfigured several
service areas to provide a more effective structure for delivering
critical legal services to low-income Americans.
Changes in Service Areas for FY 2001
California. Three
service areas will be established for the Los Angeles area. In prior
years, LSC made grants to five separate legal services programs. For
FY 2001, the Greater Long Beach and Los Angeles Harbor service area
will be combined with the Greater City of Los Angeles service area.
The Pasadena/Pomona service area will be combined with the San
Fernando Valley service area. The Orange County service area
(including portions of Los Angeles) remains unchanged.
In Central California, five service areas will also be
consolidated into three. For FY 2001, the service areas covering
Monterey, Santa Cruz, Santa Barbara and Ventura counties will be
added to the central California service area running generally west
of Fresno and Bakersfield. The Fresno and Bakersfield service areas
will remain unchanged.
Colorado. One
statewide service area will be established. In previous years, LSC
made grants to three separate legal services programs. Those
programs have now merged into one statewide organization and LSC
believes a single statewide service area will enhance services for
clients.
Illinois. The
suburban Chicago service area will be combined with the City of
Chicago service area to form one Cook County - Chicago service area.
The Legal Aid Foundation of Chicago has been acting as an interim
provider for the suburban Chicago area at LSC's request since
January 2000.
Indiana. One
statewide service area will be established. In previous years, LSC
made grants to four separate legal services programs.
Kentucky. Two
adjacent service areas in southern and western Kentucky will be
combined as recommended by the Kentucky state plan. The remaining
service areas will not be changed.
Missouri. Three
service areas in southern Missouri will be combined consistent with
the recommendations of Missouri's revised state plan. The remaining
service areas will remain unchanged.
Pennsylvania. Multiple service areas in three parts of the state will be
consolidated into regional areas consistent with Pennsylvania's
state plan. In the Northeast, four service areas will be combined.
Likewise, four service areas in suburban Philadelphia will be
combined, as will four service areas in central Pennsylvania.
Service areas in the southwest, northwest, and Philadelphia will
remain the same.
Virginia. Service
areas throughout Virginia will be altered consistent with Virginia
planning recommendations. Three areas in southwestern Virginia will
be combined into one. The Roanoke and Blue Ridge areas will be
combined, as will the Charlottesville and Richmond areas. The
Petersburg service area will be consolidated with its neighboring
service area to the south. The Tidewater and Peninsula service areas
will also be combined. The northern Virginia and Rappahannock Valley
service areas remain unchanged.
West Virginia. Two
service areas will be established as recommended by the West
Virginia state plan. In previous years LSC made grants to three
separate legal services programs. Two of those programs merged at
the end of 1999 and the Corporation believes consolidating those
service areas will lead to further improvements in the state's
delivery system.
No Change in Service Areas for FY 2001
Service areas in the following states and territories and the
District of Columbia remain unchanged. In some instances, state
planners and LSC continue to evaluate the LSC grant structure and
changes can be expected in future years.
