LSC GETS SIGNIFICANT INCREASE FOR FY2001
WASHINGTON -- A chaotic Friday brought an end to this
year's tortuous budget process and the lame-duck session. After
adopting 21 continuing resolutions to keep the government open, this
weekend Congress completed work on pending FY2001 appropriations
through a catchall spending bill.
The final conference report was adopted by a 292-60 vote in the
House and cleared by the Senate by voice vote. Also sent to the
president was a 21st continuing resolution (H J Res 133) to keep the
government running through Thursday and give Clinton time to sign
the catchall measure.
The final Commerce, Justice, State bill (HR 4942) appropriated
nearly $40 billion, including $21.1 billion for the Justice
Department, $5.2 billion for the Commerce Department, $6.6 billion
for the State Department and $4.3 billion for the federal judiciary.
The Legal Services Corporation will receive almost $330 million,
an increase of just under $25 million.
Congress ended up appropriating nearly $635 billion for fiscal
year 2001. The discretionary spending cap set by the 1997 Balanced
Budget Act was $542 billion. Clinton requested $625 billion and the
Fiscal 2001 budget resolution called for $600
billion.
