LEGAL SERVICES CORPORATION APPOINTS NEW VICE
PRESIDENT
Washington—LSC President John McKay today
announced he will designate Randi Youells to LSC’s Board of
Directors for the position of Vice President for Programs. The LSC
Board of Directors will act on this nomination Jan. 29 at LSC’s
Annual Meeting in Austin, Tex.
In this position, Youells would be responsible for LSC’s Offices
of Program Performance Compliance and Enforcement, and Information
Management. Through these departments, she will oversee the
competitive grants process and the delivery of legal services, the
compliance of LSC-funded programs with congressionally-mandated
regulations, and the collection and dissemination of information
about LSC grantees, among other duties.
Youells has extensive experience with legal services and LSC. For
the past several years, she served as a consultant to LSC and to
several local legal services offices, where she has evaluated
programs as part of LSC’s competitive grants process and assisted
grantees with developing refunding applications and assessing
internal strengths and weaknesses. During that time, she also served
as a key advisor on LSC’s state planning initiative, helping to
define expectations for this initiative that promotes comprehensive
statewide civil equal justice systems.
Among her prior experience working for local legal services
offices, Youells has served as Interim Executive Director for Camden
Regional Legal Services in New Jersey, and in the positions of
Special Projects Coordinator, Deputy Director for Special Projects,
and Executive Director for Legal Services Corporation of Iowa. She
has also served as Acting Assistant Executive Director of YWCA of
Greater Harrisburg, Pennsylvania.
Youells received her B.A. from Mount Mercy College in Cedar
Rapids, Iowa, in 1973. In 1975, she was awarded her Juris Doctor
from the University of Iowa, and is currently admitted to practice
law in Iowa and Pennsylvania. Additionally, Youells earned a
Master’s of Community Psychology in 1995 from Pennsylvania State
University in Harrisburg. She is the author of several articles, and
also edited Talking Tough: A Poor Person’s Guide to Self-Advocacy
for Legal Services Corporation of Iowa.
Youells and her husband, Dr. Frank Gerry, currently Assistant
Vice-Chancellor for the State System of Higher Education in
Pennsylvania, plan to relocate to Washington. She will assume her
duties at LSC Feb. 14, upon approval of her nomination.
LSC is a private, non-profit corporation established by Congress
in 1974 to seek to ensure equal access to justice for all low-income
persons.
