There are three policy groups of the Association: Civil, Defender and Client. In the case of the Defender and Civil policy groups, their primary purpose is to initiate policy and programs, subject to board approval, relating to the provision of civil and defender legal services. These programs and policies are intended to support member programs and their work. The Client Policy Group's main purpose is to help inform, through its unique perspective, the policy and program development of the Association. Each policy group is comprised of program management, program staff and clients. The majority of the members of the Civil Policy Group are elected on a regional basis. The Defender Policy Group is selected on a nationwide basis.
Civil Policy GroupThe purposes of the Civil Policy Group are to initiate policy and programs, subject to board approval, in matters relating to the provision of civil legal services, to review all matters of interest to legal services organizations, to advise the staff in preparing the budget and in determining the program for the Civil Division of the Association, to issue policy statements, take public positions, participate as Amicus Curiae on civil legal services related issues in the name of NLADA and to engage in appropriate activities in support of legal services organizations. Persons who are elected or appointed to the Civil Policy Group must maintain current individual membership in the Association throughout their terms on the Civil Policy Group.
Civil Policy Group Standing CommitteesDiversity, Leadership, and Leadership DevelopmentThis committee makes recommendations to the Civil Policy Group on leadership and leadership development issues, such as supporting and developing minority leadership in legal services programs, developing new leadership in legal services programs, involving non-directors in legal services community leadership roles and assuring that diverse staff are recruited and retained throughout the legal services community. The Diversity, Leadership and Leadership Development Committee works on developing leadership strategies, which focus on developing leadership skills within the legal services community, with a particular emphasis on diversity issues. Projects include developing a series of training events that help leaders address issues currently facing legal services programs, including issues of diversity, both within program staff and the client community and issues that arise as programs undergo internal changes.

Program & Policy DevelopmentThe Program & Policy Development committee serves as an advisory board to staff on issues such as planning for training and conference events, improving communications with members and improving members services. In addition, this committee develops policy recommendations for the Civil Policy Group on service delivery and planning issues affecting the legal services community, with a special focus on issues that affect constituencies beyond LSC programs.The Program & amp;Policy Development Committee analyzes NLADA's programs and member services, with an eye toward ensuring that the Association's agenda is best designed to meet the needs of current members, and is particularly focused on ensuring that services and programs exist to address the needs of member programs that do not receive LSC funding. The Program & Policy Development Committee also participates in filing Amicus Curiae.

ResourcesThis committee makes recommendations to the Civil Policy Group on funding and funding-related policy and regulatory issues affecting civil legal services to the poor. The Resources Committee also develops and presents funding requests to the LSC board and Congress for LSC appropriations, and develops recommendations to guide LSC in implementing its continuing state planning efforts. The Committee also develops policy recommendations relating to non-LSC sources of funding. In conjunction with the Program and Policy Development Committee, the Resources Committee is addressing strategically the issue of student debt as a barrier to recruiting and retaining outstanding recent law school graduates in civil legal aid programs.

Restrictions & RegulationsThe Restrictions & Regulations Committee makes recommendations to the Civil Policy Group on LSC-related policy and regulatory issues. It has developed and presented recommendations to the LSC regarding policies such as LSC's Case Service Reporting system that came under attack in the 106th Congress, and has analyzed the LSC Property Acquisition and Management Manual as well as proposed changes in LSC regulations 1611 and 1626.

Executive CommitteeThe Executive Committee consists of the Chair and Co-Chair of the Civil Policy Group as well as the chairs of the four standing committees. The Committee is charged with the authority to act on behalf of the entire Policy Group between meetings on issues of a time-sensitive nature.
Ad Hoc CommitteesCommittee on Ethics 2000The Committee on the ABA's Ethics 2000 Commission has reviewed each of the proposals being considered by the Commission for their impact on civil legal aid and pro bono providers and has developed affirmative recommendations for change that have been adopted by the Commission and will be presented to the ABA House of Delegates beginning in August 2001. In particular, the Committee developed a proposed new rule 6.1 of the Model Rules of Professional Conduct addressing many of the ethical issues arising in programs utilizing limited legal assistance techniques.
