Religious Broadcasting Freedom Act - Prohibits the Federal Communications Commission (FCC) from establishing, expanding, or otherwise modifying requirements relating to the service obligations of noncommercial educational television stations except by means of Federal agency rulemaking procedures.

Terminates the additional guidance contained in the FCC's memorandum opinion and order in WQED Pittsburgh (FCC 99-393), except as such guidance is prescribed in accordance with the above rulemaking procedures.
