SUMMARY:
Committee Serial No. 106-121. Hearing before the Subcom on Telecommunications, Trade, and Consumer Protection to consider the following bills:
   H.R. 3525, the Religious Broadcasting Freedom Act, to permit FCC to establish programming requirements for noncommercial educational TV broadcast services only through a regular rulemaking proceeding.
   H.R. 4201, the Noncommercial Broadcasting Freedom of Expression Act of 2000, to limit FCC authority to regulate the content of noncommercial educational broadcast services.
 
Bills are in response to an FCC order in a case involving transfer of a noncommercial educational TV broadcast license to Cornerstone TV, Inc., a religious broadcaster in Pittsburgh, Pa. The order included guidelines, which were later rescinded, regarding what types of religious programming could be considered as educational programming for purposes of broadcaster licensing.
